Boxing match set up by the yakuza, which is why the yakuza are sitting in the front seats (along with Urabe for whatever reason). Yasuoka's sulking in the background because he bet quite a sum on Yukio (just so he wouldn't bitch at Yasuoka). Everyone else had common sense and bet on Akagi.
P.S. the thing coming out of yukio's mouth is spit

it was supposed to be the creepy bald boss who kept giving Akagi and fake Akagi the eye. but it could be kazutaka as well since i drew him badly
